Well, back in the tail the cables all meet at a phenolic block. The block is clamped onto one of the elevator cables and travels with that cable. The other 2 rudder cables slide through it on either side of the elevator cable, which is in the middle. This block keeps the cables from rubbing each other as they move. So you might just be seeing that setup.
