You're doubtless correct in asserting that safety-wiring a valve in ANY configuration defeats the original engineer's purpose for the valve, which is to provide opportunitiy for two or possibly three flow configurations [OFF, ON, and PARTIAL [INFINITELY VARIABLE]].
 
Nevertheless, the 'safety-wired-shut' instruction comes from the 1959 UNIVAIR Ercoupe maintence manual [don't have the page number offhand but it's in there].

I’m bothered by this and ask for clarification from our experts.  I would NEVER safety wire that fuel valve open.  It’s there, I thought, to shut off fuel to the engine compartment in case of engine fire.  With both fuel valves off, I’d expect a fire to burn out pretty quickly leaving you a lot more peace of mind to make a good landing.

There are Two (2) Fuel valves on the coupe drawings, One shoud  be one the side wall in front of the seat, Right side and is to be safetywired open, the other is under the panel in front of the control wheel and goes to the carb feed line ( this one I shut off after flight so the carb dosent weep fuel all the time) If you forget to turn it on you wont get out of the blocks before the engine is dead.  I think the carb sediment drain is worth checking for sure.
