When I went to replace my column last year, I had a difficult time trying to fit the bolts at the base of the column. The holes would not line up well. I made a tool from a piece of wire close to the diameter of the bolt, camfered one end and bent it 90 degrees to use as an alignment tool for the bolts. Once allignment was close I slipped the bolt in. I also premeasured and precut the cotter pins  to fit before installing them. This way I only had to bend over the tangs of the pin, since the area to work in is very tight.
 
Removal of the header tank would help installation and removal as well.
