Dan,
A "bad" nose strut (no oleo shock absorption...maybe dry) should not affect nose strut length (and, therefore, tail height), even if the oleo needs refurbishment.
The taxi spring supports the front end of the plane the "normal" distance from the ground until liftoff. Of course if the taxi spring has broken (rare, but it happens), it should be replaced.

Regardless of tail height, the plane's sills (aluminum angles on each side outside the cockpipt) should be level fore and aft as well as side to side. If your elevator is truly rigged as you say, I highly suggest checking ALL rigging! The short answer to your question is "no".

I am wondering. At takeoff with full nose up trim. Is it normal to pull the yoke almost all the way back to rotate?/x-tad-bigger>/fontfamily>
My Coupe is a C rigged so that full up is 9 degrees and full down is 22 degrees. After it rotates the yoke seam's normal/x-tad-bigger>/fontfamily>
