For what it may be worth, I note that UNIVAIR MANDATORY SERVICE BULLETIN No.
19, issued in 1968, was never, subsequently, deemed by the FAA to be worthy
of issuing an AIRCRAFT DIRECTIVE (AD) which would actually have been
MANDATORY. This was despite numerous (mostly incorrect) reports of ALONs
experiencing fuel starvation due to faulty fuel system design, when pilot
and maintenance error were usually the culprits.
