The fork is heat shrunk onto the strut. The little stud and it's nut are
not holding the fork, they rather allow for easy positioning of fork on
strut.
But then again. It does not matter . Even if the strut is allowed to move
inside the fork, it would not change the steering geometry. After all the
scissors are attached to the fork and not the strut.
Alan, I have no explanation for your steering system weirdness, other than
that something has been bent or otherwise damaged.

It appears that a stud is in the strut tube andoff set from the center. Perhaps this stud is sheared andallowing the strut to rotate on the fork.
