The fork is heat shrunk onto the strut. The little stud and it's nut are not holding the fork, they rather allow for easy positioning of fork on strut.
 
But then again. It does not matter . Even if the strut is allowed to move inside the fork, it would not change the steering geometry. After all the scissors are attached to the fork and not the strut.
 
Alan, I have no explanation for your steering system weirdness, other than that something has been bent or otherwise damaged.

Alan,
I just looked at mine, s/n 4933.  If you look up from the top
of the tire with a mirror you should see a nut on the underside
of the fork.  Catalog shows it as  AN320 - 4,  but not what
it is attached to.  It appears that a stud is in the strut tube and
off set from the center.  Perhaps this stud is sheared and
allowing the strut to rotate on the fork.  I don't know what
else holds the fork to the strut tube other than interference
fit.
