I can see how you thought he might be recommending cruising over max rpm but please look at his exact words, “cruise at 109 MPH and be flat out at 122 MPH turning 2500.”  Those words don’t say to cruise at 2500 rpm but they acknowledge that you can go faster than red-line – but, nowhere does it advocate cruising over red-line.

 

Overall, I think the point Bill Bayne was working on has validity:  Fred Weick chose a prop for the early post-war Coupes’ C-75 that gets maximum performance from the engine – so much performance that “upgrading” to the C-85 is hardly worthwhile.
