John you are absolutely correct. When I acquired my PA17 some years back, I rebuilt the Instrument panel because it had a 6 inch wide dish shaped, pushed in area right where the woman pilot's head had met that panel. The two gals that were flying that day must have hit the panel hard. Shoulder belts are needed.

I am going to disagree here. And I don't even sell shoulder
harnesses. the reason is that I know of a number of relatively minor
accidents in aircraft where the occupants were either killed or
severely injured only because their heads hit the instrument
panel. With shoulder harnesses, they likely would have walked away unscathed.
Highly desireable, IMHO, YMMV
