The cost may be less than it would otherwise be. The idea seems to be to eliminate ground-based nav aids which are expensive to install and even more expensive to maintain in favor of a GPS based system which is less costly to develop and lower in maintenance. At least that is the theory. Based on the FAA's experience on their ability to improve the current system (considering both cost and time) I think they are on the right track. It will require a GPS unit in each plane. However, compared to the cost of today's instrument packages, GPS is not that expensive today. AS more units are made and in use for cars and boats, units for simple VFR navigation will come down in price as well. IFR qualified units will always be more expensive, but probably not as expensive as the instrument packages that are in current use for general aviation planes. that we fly. At least that's my read on it as of this date.
