Hey Lee: The felt goes on the outside of the welt. The side away from the
sliding window.
You can use any good weather strip cement, If you
are installing the welts without removing the aluminum window protectors, you
will need some sort of flexible instrument ( like a yardstick) to push the welt
down into place and you need to use a glue that will let you maneuver the welts
(does not dry too fast)
In any case, I recommend using a strip of heavy
cardboard to place in the channel and let set for a couple days while the glue
(cement) is drying. This will help ensure that the windows will slide easily
when you put them back in place. Also make sure you do not cut the welt any
place. You can maneuver the windows back in place without cutting the
welts.
Usually the hardest part is getting all of the old
cement out of the channels.
