Two reasons pop into my mind.
 
1. Induction leak somewhere that makes the mixture lean, which is pronounced in 
the transitional phase from idle to full throttle.
2. Plugged idle circuit in the carburetor. Which essentially does the same 
thing. It produces a too lean mixture in the transitioning.
Test for it by applying carburetor heat . If the engine smoothes out, the 
mixture is lean and you can start looking for the source of the trouble.

I have a C-85-12 (Stromberg carb) installed in my 415-C.  The engine 'stumbles' 
when transitioning through 1500 RPM.  Startup, idle, and top end are OK.  Any 
ideas?
