The aircraft TC is the equipment list. The Minimum Equipment List or MEL is entirely different. The MEL is derived from the manufactures Master Minimum Equipment List or MMEL and is a STC for a particular aircraft. Bottom line, as I see it, is that ANY item on the TC that is inoperative renders the aircraft unairworthy, even inop. nav. lights in day light. Equipment beyond the TC may not be required to be operative if specific conditions are met. If this is clear as mud check FAR 91.213. In Part 91 operations the only reason that I can see to have a MEL may be for IFR certified aircraft. John
