Dan,
Without knowing and examining the log books and the FAA CD, My guess is 
that the plane may not have had any anything done to it since 1978 that 
required documentation sent to the FAA. A start to find out if this is 
so would be to ask, "How long has the current owner owned the aircraft?" 
You might also want to check the owner's name on the last FAA record 
with the name of the current owner. A second reason for no FAA records 
could be that the plane has not flown. This can be checked by comparing 
the present tach and airframe times with those in the FAA records. Some 
owners don't register aircraft with the FAA and the state they are based 
in to try and avoid various taxes.
Anytime the FAA records don't match the aircraft log books or if the log 
books have been "lost" it's a good idea to check all the documentation 
very carefully. You must also check the written documentation (the FAA 
records and the log book entries) against what is actually on the 
aircraft.  Perhaps a local IA can help you with that.
