If you have a pull starter, the gear should be retracted and not in contact with anything in the engine that rotates when the handle is not pulled. If it doesn't return on its own, something is broken and needs to be fixed immediately. Failure to do so will result in the starter drive failing and throwing spurious metal into the engine. If you have a Continental key start starter a la Cessan 150, this is normal. The starter gear is always engaged and operated through a one way sprag clutch. When you turn the engine backwards the clutch egages and the engine drives the starter backwards.
