I went 'round and 'round with the Columbia, SC FSDO about putting a non-TSO'd 
analog voltmeter in my Alon.  At first they said no, it has to be TSO'd.  
Then when I did some research and determined that a TSO had never even been 
written for an analog voltmeter, and called them back, and proved that fact to 
them, they finally said that I could put it in with a 337 if my A&P "accepted 
full 
responsibility" for the unit being installed.  My A&P didn't have a problem 
with it and signed it off.  
 
So - basically, the Columbia FSDO finally ended up saying the same thing that 
the AOPA told you.
 
Somewhere on the internet is a complete listing of every TSO (Technical 
Service Order) ever written.  It's interesting to see what items there are 
TSO's 
for, and which items there aren't TSO's for.
