Just received a new revision to regulation 61.19 which explains duration of pilot and instructor certificates with an interesting note - Except for temporary issued certificates and student pilots certificates holders of a paper pilot certificate may not exercise the priveleges of that certificate after March 31, 2010.
In other words if you have not replaced your paper certificate with one of the new plastic ones from the FAA you've got until 31 March 2010 to send in for a new one. If you add a rating or apply for a number other than your SSN, they'll send you a new one. Otherwise, I think there's a $2.00 fee. Rumor has it they'll waive the fee at Sun-n-fun and Oshkosh.
