We seem to being going around in circles on what can or cannot be put 
in the panel of an Ercoupe. A lot of people are reference FAR part 23 
to backup their argument or other FAA regulations. However, the Ercoupe 
does not seem to be governed by FAA regulations. If I understand this 
correctly (that is always a big IF), the Ercoupe is governed by CAA 
regulations. If you go back and look at the type certification 
documentation you will find this: Certification basis -- Part 4a of the 
Civil Air Regulations. If you go to the following web link, you will 
find that the FAA lists the "Regulation Basis - CAR 4a."

It seems to me that you need to follow the regulation basis identified 
by the FAA which in this case is the CAR, not the FAR. Does that make 
any sense?
