These are actually "Airworthiness Information Bulletins"
 
NE-08-22 is the one for owners.
 
It is a guide to the inspection and "cosmetic repair" of propellers
 
One paragraph states the FAA position on the polished prop discussion we had a 
while back.

A few weeks ago, I signed up on the FAA's website to receive A.D.s relevant to 
Ercoupe & C-85 by e-mail. Guess I must have signed up for props, too. I just 
got a flurry of about 6 Service Bulletins at one time and all relating to 
props. I've only tried to decipher one so far; it was about vibration dampers 
attached to crankshafts, but said "except for small engines less than 200 
h.p.," so that's not us. Did anyone else get this batch? And if so, can you 
please distill what they are trying to tell us? (if the rest of them are even
