Dan is absolutely correct, a ckecklist is REQUIRED for a annual inspection:
 
Part 43 MAINTENANCE, PREVENTIVE MAINTENANCE, REBUILDING, AND ALTERATION   
Sec. 43.15
Additional performance rules for inspections.
(a) General. Each person performing an inspection required by part 91, 125, or 
135 of this chapter, shall--(1) Perform the inspection so as to determine 
whether the aircraft, or portion(s) thereof under inspection, meets all 
applicable airworthiness requirements; and(2) If the inspection is one provided 
for in part 125, 135, or Sec. 91.409(e) of this chapter, perform the inspection 
in accordance with the instructions and procedures set forth in the inspection 
program for the aircraft being inspected.........
(c) Annual and 100-hour inspections. (1) Each person performing an annual or 
100-hour inspection shall use a checklist while performing the inspection. The 
checklist may be of the person's own design, one provided by the manufacturer 
of the equipment being inspected or one obtained from another source. This 
checklist must include the scope and detail of the items contained in appendix 
D to this part and paragraph (b) of this section.

Linda, 
Almost every mechanic I have worked with had a checklist for his annual 
inspection and a set rate
for the annual. I knew going in what he was going to do for an "annual 
inspection" and what it would cost.
I always advised them to call me on any discrepancies or additional work they 
thought needed to be 
done. I almost always agreed with their going ahead; but they knew they didn't 
have a "blank check" on 
the final charge. There were a couple of times that I saved money doing that 
(he called to tell me the door
seals he worked on the previous year for $600 needed more work. I agreed; but 
we discussed the fact that
he hadn't done it right last year and that's why it needed re-worked. He agreed 
not to charge me; but I know
he had planned to charge for the re-do).
If the mechanic doesn't have a checklist for the annual, I'd get him one (you 
can use mine if you want) and
if he refuses to follow a checklist I would find another mechanic.....and I 
wouldn't fly with this guy either.
