The hand brake is just a cable that pulls on the foot brake arm. From your description it sounds like either you aren't pulling hard enough or you've got a lot of excess friction in the hand brake mechanism. Without actually witnessing the hand brake revolving loosely, I'd venture a guess it is not supposed to act that way.
