First thing I'd check I that the mags are firing the correct plugs.  The
left mag should fire all the lower plugs and be timed at 30 degrees. The
right mag fires the upper plugs and is timed at 28.  If each mag fires 2
upper and two lower plugs (a la Lycoming), the one that's more advanced will
have less drop.

I recently had my C-85 topped with brand new cylinders.  The plane has 4
hours since the top.  The mags were timed at the time of the top.  Since the
top, I get a normal drop on one mag, about 60, but the other mag only drops
about 10 RPM (measured on a digital tachometer).  Any ideas why this is
happening?
