I think you must have a 6 gallon tank which, for some reason, only fills to
5 gallons.

The level should be set by the height of the overflow standpipe inside the
tank. There are a number of different configurations, so I can't say where
to look for the problem.

Fuel should not be able to siphon back through the pump as the fuel inlet is
supposed to be higher than the return.  Otherwise if there were a fire in
the engine compartment and it burned through the fuel line, fuel would
siphon into the engine compartment and fuel the fire...  (Also, there are 2
check valves in the pump.)

The fuel level in the header should not drop appreciably over time, so,
given this and the fact that the level is wrong in the tank, I'd take a real
close look at the plumbing in and to the tank itself.  In some tanks the
level is set by an elbow near the filler neck. It has been shown that the
elbow can be disturbed by careless filling of the tank.  Maybe a good place
to start looking...
