I hate to stir up a hornets nest, but I would say absolutely
NO, the tension could be way off!  Lack of tension could cause flutter,
and we know what that does. The book calls for 160-190 pounds.  You
could have it set for say 60 pounds as required by the rudders and it
will still hit both stops, but it will be loose. Also, you must use a
5/32 inch tensiometer  (not the common 1/8 inch.)  John N2138H

      I asked my mechanic about this, and he says he has the tensionometer; 
however, he doesnt have the 5/32 fitting..... .I do have this right dont I, our 
cable is 5/32? Also, he just anualed the plane, and he said the elevator hit 
all the stops correctly. May I assume the tension is ok?
