I do not know James, but the article suggested a stuck float needle valve..... 
 
I suspect the cause of engine failure was carb ice. Temperatures were in the 
60s and very high humidity - the perfect set up for Carb Icing in these small 
Continentals. 
 
As air passes thru the venturi, the lower presssure causes the temp to drop, 
and along with the evaporation of the gasoline, the temp drop is about 30 degs. 
A perfect situation to form ice.
 
Luckly he did find a soft clear field to make a safe landing.
