Unless the aircraft has been issued a special airworthiness certificate in the light sport category(very unlikely) or it has an experimental Airworthiness certificate, you will have to have an A&P with Inspection Authorization (known as IA or AI) sign off the annual.
If it is still in annual a mechanic with a Airframe or powerplant certificate may return it to servce depending what ws worked on.
