The tie down eyebolts should be mounted in the main spar about 3 feet from the end of each wing..and under the fuselage near the tail. Figure 18-5; Part number 415-14044. See page 34/35 of the Ercoupe parts manual.
The plates on the aelirons were the mounting plates for the aeliron weights..( allowable removed by service bulletin). Never use these locations as tie downs.
Carefully search on the underside of the main spar...about 3 feet + inboard of the wing tip, and you will find a bolt hole indentation, where the mounting hole is....
This is where the EYEBOLT is mounted. I would get three new ones from SKYPORT or Univair, and have your mechanic install them. (one on each wing, and one on the bottom side of the tail cone).
While some folks decide to remove them except when needed for tie down, Most leave them in place....the wind drag in hardly noticeable, and when one removes them they are easily lost....when neded.
