Hey Mac: I would suggest checking two items. First ensure that the fuel  
pump has a restrictor fitting in the outlet ( the outlet it the one on the 
right  side) side of the pump. It should be a 45 degree fitting with a 1/16" 
hole  drilled through a plug in the fitting. If that is in place, then check 
the  return line to the RH wing tank from the header tank. There will be two 
lines on  the rear of the header tank. One is the in line from the pump (I 
do not  recall which is which) you can tell the return line because it will 
go through  the bulkhead on the right side and back and down to the RH tank 
while the one  from the pump will go to the firewall.. You may need to remove 
the line and make  certain it is clear. With a new cap on the gauge, you 
should not have any fuel  getting into the gauge as long as the restrictor is 
in place and the return line  is clear. I suppose it is possible for the 
fitting into the header tank to  become plugged, so be sure to check it when 
you have the return line  loose.
