Yes, my welting was like that too. The window channel extends a couple of inches below the inner panel and I accessed it with the floor removed. The webbing is long enough to go a little past the end of the channel. I glued mine only at the bottom end where I could reach it after it was in place, pull it out, apply glue, and push it back in. I didn't try to glue the 18 inches or so of webbing that is in the channel behind the inner panel, but after centering and positioning it with a yardstick, it seems to stay in place with the glue at the bottom and at the sill.
