Hey Jimmy: There is no specified "allowable travel" in the maintenance
manual with the controls locked. The maintenance manual states the elevator
cable tension should be between 160 and 190 pounds.
I used approximately 1/4" of allowable travel. Anything more than
that, I would determine where the play was (normally in the bushings of the
elevator push rod bolts) and replace as necessary.
