Rubber snakes and plastic owls (that move with the wind are better) have worked 
for me in the past.
I've also found that it is easier to keep them out in the spring before they 
have set up housekeeping.
Once they have a nest they are tough to scare off.
And then there is the expensive chemical you can paint onto the rafters.
