Dave is right.
70 MPH off is just too much for even the worst ASI.
Also your description of the sluggish performance suggests a leak in the static 
system.

Before spending several hundred dollars on an ASI, I would invest in a leakdown 
check. I think there are more owners with leaky pitot or static systems than 
bad ASI's out there. You could have a cracked line, especially if you just 
rebuilt the airplane.
