Bill, Seems to be the same Paul Garber I wrote about in my "Shoot only at the Red Airplane" book . He worked for the Smithsonian at the beginning of WW2. He was the designer of several models of kites towed by ships for target practice, and later became one of the founders of the National Air and Space Museum.
