The answer is no the vent holes are not one way. Just plain holes.

Are the little vent holes on our fuel caps "one-way?" That is, when
having my 'Coupe washed by a mobile truck service that sometimes
comes to our airport, do I need to cover the vent holes or be
concerned that their hoses might push water into the tanks via the
