Hello,

I have a nasty issue with the erlang-rebar3 (v3.6.2) being unable to build
rebar3 >= 3.7.0 using the system's libraries (see [0] for details).

I wasn't able to properly identify and fix the problem and don't have the time
to do so in the foreseeable future, but I do know that rebar3 3.7.0 >= fix the
issue.  How bad would it be to use bootstrapping to pass the 3.6.2->3.7.0 step?
I don't like it but we don't have a lot of things depending on rebar3 and it
did not reach any stable release yet.
