GCPs have to be in a specific text format to be loaded directly into the
Geocoding Wizard. If you can get your points into this format they will
load directly:

#Ptname  On   Locked  Cell-X   Cell-Y     To-X      To-Y          To-Z
"GCP1"   Yes     No       0.0       0.0  477931.96  3618242.09  0.00000
"GCP2"   Yes     No       0.0       0.0  477844.91  3618466.17  0.00000

(To-X and To-Y are the ENs of your GCPs, and Ptname is the point
name.)
