Andrew,

I am saving r13 out of Autocad 14, because ermapper and some other programs
do not like to r14 lwpolylines. The problem I am having with DXFs are that
the text does not come into the program, so I explode the text in Autocad,
which make a lot on small line segments to make up the whole text. When I
bring this file into some programs it tends to choke on it for a while. I
need to know if it is possible to purge empty or unused space in the dxf
ascii file.

Yes, they are rather verbose.

Do you want to reduce the size of the file but keep it in DXF format (i.e.
remove some content, Zip it), or save it in a another format that is more
space efficient?

What version of DXF are you using? R12, R13....?
