Hello Jeff, Having been involved extensively in ADRG/CADRG production in the past I do not believe there exists a shareware/freeware product which allows for the creation of either ADRG or CADRG data. In fact, the existing tools for both ADRG and CADRG production are quite costly owing to the fact that they are employed in perhaps fewer than 25 sites around the world (if that).
While it would be desireable to create CADRG data direct from raster scanned maps, inevitably you will find the complete spec. and workflow for generating RPF frame files hinges on ADRG data existing in the first place. Much of the reason for this is that the metadata which ends up in your CADRG frame files is most suitably extracted from the metadata contained in ADRG's THF, SOU and GEN files - the spec for data production was designed this way. Another reason is that both ADRG and CADRG are non-projected (or in the ARC projection - equal Area/Raster Chart/Map) and all of your source mapping (scanned data) will be either in Lambert Conformal Conic, UTM or other common map projections. I suppose it is conceivable that a tool could be written to create CADRG all in one go, bypassing the need to create ADRG first - its just no one has taken this approach yet to my knowledge. Therefore, the most logical way to tackle the problem of creating CADRG for a desired CD distribution volume (e.g. including a reasonable quantity of maps/ charts) is to go through the effort of creating a library of ADRG discs in the first place (GNC, JNC, ONC, TPC, JOG, TLM, etc.). Then with this library of data you can mix and match different scales of mapping on a given CADRG distribution CD if you desire or keep it to a single scale as NIMA does.
