Not sure if this is what you are looking for in terms of detail/accuracy, but the Centre for Disease Control (CDC)website has some pretty good boundary data for the whole world.  As is depicted below, for each country there are state/province/region boundaries as well.  The link for South America is:

Note:  To get each country's sub-regions you need to download individual countries and not just the continent or South America in this case.  The data comes in self-extracting .exe files.
