You assume a finned vehicle. I have been looking at drag around various shapes. Get rid of the fins, go with active guidance/control, and watch that Cd drop right down - as in better than the V2. I'm still looking at different configurations but 4:1 cone/cylinder (or just cone) looks like the best for SSTO, and may be aerodynamically stable for tail first reentry (and all the other ifs are just right).
