Minutes of ERPS General Meeting #242
15 August 2002

The President called the meeting to order at 8:28 PM.  Members present
were Mark Blair, Randall Clague, David Masten, Alex Mikhailov, Pierce
Nichols, Dan Solvin, John Tsohas, Adrian Tymes, Michael Wallis, David
Weinshenker, and Chris Winter.

DOCUMENTATION

 Thanks to Michael's tutoring, Chris is now able to proceed with 
CVS. The fixed Web pages have been uploaded, and Phase 1 is 
complete except for correcting mistakes. Phase 2 -- reorganizing the site
-- will now begin with discussions among the people responsible.

 Chris completed the letterhead per a sample that Michael 
supplied. A PDF was prepared from the original Framemaker file and 
supplied to those who needed it to get correspondence going.

 Thirty copies of the brochure are left from Baycon. Funds 
permitting, we should get several hundred printed up for WorldCon. These
should have the revised wording, and also use a map free of copyright
issues.

 Work on a soft copy of the Rocketdyne document proceeds.

LIAISON & PAO

 Our ConJose (World Science Fiction Convention #60) party room 
in a suite (with one of the two bedrooms also reserved) at the Fairmont
Hotel for Sunday night has been confirmed. Funding for drinks (soda, 
beer) and snacks has been approved. Anything that needs to be 
purchased ahead of time will be sent to Pierce's residence. Michael will 
be departing for Canada in a few days.

 We have proposed an ERPS panel. Possible openings on some 
of the space and technology panels also exist, but no firm time slots have
been reserved for us yet.

 The California Space Authority will be sponsoring a conference, 
International Satellite Communications, in Long Beach on August 27-29.

 Adrian delivered an invitation to organize a panel discussion for 
next year's ISDC (International Space Development Conference) on the 
topic of "Alternatives to NASA". This conference will be held in San Jose 
next Memorial Day weekend. Since Randall (not being present at the 
time) failed to demonstrate sufficient reluctance, he was volunteered to 
head this task.

 The treasurer's report was presented and accepted.

 XCOR has received the payment for its high-pressure tank. Two 
other disbursements were made to members for parts they had 
purchased.

 Chris will be added to the signature authority roster tomorrow, 
and will assume the duties of assistant treasurer.

 Metal parts for Pierce's sparger are on hand, and assembly will

REGULATORY
AFFAIRS

Randall Clague

 Randall reported that AST will issue a supplemental Notice of 
Proposed Rule Making (NPRM) RE: EWR120-1. The gist of it is that Air 
Force range safety rules will become FAA doctrine. A public meeting is 
planned for the end of September, at which time the comment period will 
be closed.

 For POGO testing, Randall plans to obtain both a burn-time 
waiver and a launch license.

SAFETY

 The state of safety remains good.

TESTING

 The scheduled repairs to the Ranch water system, and the 
subsequent BBQ, were cancelled since Chuck could not be contacted. 
However, the repairs will be undertaken this Sunday.

KISS

Mark Blair

 Assembly of the upper pressure tree for KISS-III is well under 
way. A second assembly meeting is scheduled for this coming Tuesday. 
The tank will be hydro-tested to 900-1,000 psi.

 No change in the test schedule is contemplated at this time.

 Our machinist's price quotes for the engines were excessive. 
Options are being evaluated.


Meeting #242 adjourned at 9:20 PM. The next meeting will take place
