Given the usual inability of reporters to get the details right, I
wonder if the permission is actually for launching U.S. technology from
a foreign nation, rather than permission to "go to the moon".

FAA/AST is charged with helping commercial space interests get all the
ducks in a row, so we will let them help us jump those hoops.
