Another way of writing this is to modify the syntax.  For ERPS' test
checklists, instead of action items, I used states.  SET <gadget> TO
<state>.

So it would be

Ensure parachute is packed
Ensure parachute ignitors are assembled
Verify wind is at a reasonable level
Ensure water supply etc.

I don't know if syntax matters when executing a checklist, but
state-based logic helped me when I was writing it.
