Minutes of ERPS General Meeting #249
05 December 2002
The President called the meeting to order at 8:35 PM. Members present
were Randall Clague, Rick Eversole, John Lewis, Sean Lynch, David
Masten, Alex Mikhailov, Gerald Nordley, Adrian Tymes, Michael Wallis,
David Weinshenker, and Chris Winter.

DOCUMENTATION

Chris Winter
Chris has finished checking the images for the Rocketdyne
report. He provided a printed, marked-up copy of his notes to Rick, who
will work on the re-scanning at his convenience.
Chris has made no progress on copying the updated pages for
the ERPS Web site into place for merging.
He has begun a list of potential additions to the 2003 CD-ROM. It
is currently up to 103 items, and there are more to come. This year's
entry should be organized by subject and, per Michael, not overlap too
much in content with last year's edition. The plan is to close
contributions by 1 March 2003, get the CD-ROM image ready, and
upload it to the manufacturer by 15 April.
INFOTECH

Sean Lynch
Sean discovered that someone on the mailing list has a virus. He
will identify and inform this individual, and help with corrective measures if
necessary.
LIAISON & PAO

Michael Wallis
The California Spaceport Authority is working to defeat the
imposition of a tax on reception of satellite transmissions.
There is an Electronic Frontier Foundation event on December 10.
Randall reported that Richard Jordan had contacted him RE: the
request for input to a book listing pro-space organizations, which had
gone unanswered since August. Randall wil follow up.
A possible opportunity exists to garner some good will by helping
to complete the Max Hunter Memorial Web site. The appropriate people
will pursue this.

Chris reported the current balance and the amounts remaining
from allocations for the various projects. In his last official act as
assistant treasurer, he cut a check to reimburse Mark Blair $787.27 for
KISS-3 component purchases.

REGULATORY
AFFAIRS

Randall Clague
President George W. Bush has just signed into law the
Homeland Security Act. Randall reported that the Safe Explosives Act, a
component of the HSA, stiffens permitting requirements for use of
explosives. This will not affect our use of liquid fuels, but may change
where and when we fly KISS beta.
SAFETY

Safety is AOK.
TESTING

Dave Masten
Efforts are under way to modify the static test facility and begin
investigating why the KISS-3 vehicle exhibited the severe chugging
observed during the latest flight tests.

Mark and Chris will develop and implement a plan to get KISS
documentation into proper shape.
SMARTFLIGHT

Dave Weinshenker
Dave and Sean uncovered a power supply problem with the
telemetry data system they are developing on. There was not enough
load current, and the switching power supply was oscillating. The data
sheet specifies a minimum of 40 mA.
Spike

Minutes for the latest Spike meeting are being prepared by Sean.
Various methods of mounting load cells are being evaluated, and a
meeting will be scheduled ASAP.

NEW BUSINESS
------------
Gerald Nordley reported that he's had no response so far to his e-
mail inquiries to the cognizant authorities at NASA-ARC.
Chris reported on his investigation of the Harry's Hofbrau in San
Jose. After some discussion, the majority of those attending approved a
change in location to the Harry's Hofbrau in Redwood City, this being
more accessible to the East Bay members. Chris will contact the
restaurant to make the arrangements. Details will be included in the next
meeting announcement.
Meeting #249 adjourned at 9:32 PM. The next meeting will take place on
19 December 2002. Watch the list for location.
Aftermath
---------
Praises be; the pundits are back. This time, $2.75 hit the barrel --
bringing the total to $11. This amount, from the past three meetings, was
turned over to Michael Wallis along with the treasurer materials.
