This proves that your teacher doesn't have a clue with respect to the dangers of high strength peroxide. Not only will it burn anything that can burn, but the vapors can easily detonate if you don't know exactly how to do it. Do not, under any circumstance, attempt to distill the water out (hint=BOOM). The cost of high strength peroxide isn't the problem - you simply won't be able to buy any. Even if you survived the enrichment process, the stabilizers would kill the catalyst. Take some advice from someone who knows all the issues involved - skip the plan for a liquid rocket and try a solid - preferably a NAR/Tripoli approved engine. Get the recommended books and do a liquid engine paper design only.
