Administration - but it would still be a government program, would
still be expensive, and still wouldn't help *us*.

One time when I was driving Max Hunter home, he was complaining about
the need for nuclear rockets.  I agreed with everything he said, but
added that I didn't think nuclear rockets were within reach of an
amateur group.  He looked startled, agreed, and we went back to
talking about trajectory optimization.
