Minutes of ERPS General Meeting #252 (Note corrected number)

The President called the meeting to order at 8:36 PM. Members present
were Kevin Bollinger, Randall Clague, Bill Clawson, Sean Lynch, David
Masten, Alex Mikhailov, Gerald Nordley, Julie Porter, Dan Solvin, Steve
Traugott, Adrian Tymes, Michael Wallis, David Weinshenker, and Chris
Winter. (Sean's wife and a buddy of Alex also attended.)

DOCUMENTATION

Kevin turned over to Chris a CD-ROM containing approximately
50 MB of candidate documents for the 2003 Data CD-ROM. Chris gave a
printed copy of the contents list for the 2002 Data CD-ROM to Kevin.
Chris reported progress on the list of documents for the Data CD-
ROM. He has a revised list of FAA documents relating to space launch
and reentry which appears to contain some duplications and outmoded
items. (For the record, the FAA Web site does not make this
determination easy.) He supplied electronic copies of the list to Michael
and Randall to get their assistance in winnowing it down. It appears that
we will have little trouble filling up the 650 MB. One thing that needs to
be decided ASAP is which copyrighted documents (if any) we want to
include, so permissions can be sought.
INFOTECH

Sean has reorganized the ERPS mailing list page and
associated links.
LIAISONS

Michael Wallis
National Instruments (the LabView people) will hold a seminar in
Sunnuvale on 30 January. Cost is unknown; check their Web site for
details.
The California Spaceport Authority has an upcoming "Space
Day" -- a sort of local version of the ProSpace "March Storm" in which
citizens talk to legislators.

PUBLIC AFFAIRS

Michael Wallis
The abstract for ERPS' panel at ISDC 2003 was submitted, and
NSS has approved it. The next deadline is 15 March, when the complete
paper is due. Adrian and Michael will continue to work on this project,
with editorial assistance from Randall and Chris. Chris gave Michael a
marked-up copy of a paper by Patrick Collins on economics of space
travel.
ERPS has been formally invited by Henry Vanderbilt to present a
panel at Space Access '03. This conference will take place on 24-26
April at the Holiday Inn Old Town, Scottsdale, AZ.
TREASURER

Michael reported our current balance and announced that
receipts for 2002 donations should be available by next meeting.
CHIEF SCIENTIST
---------------
Kevin Bollinger
Kevin presented several useful documents, such as papers on
Black Knight and Black Arrow, for scanning and inclusion in the Data CD-
ROM. Since Rick is the only member who has a flatbed scanner, this will
apparently have to wait until he is available.
Kevin -- to the delight of another group meeting in the room --
also displayed several items, including a vessel containing some of the
biodiesel he is brewing up.
FLIGHT CONTROLS

The CPU board was mounted on Gizmocopter. It boots properly
and talks via SSH to other computers. Control and telemetry interfaces
remain to be completed and tested.

Work is going well on the manifold pages of the IRS form 990,
which ERPS is obliged to submit this year.

KISS
----
Mark Blair
KISS-3a modification (installation of the cavitating venturi) was
completed on schedule. During cold-flow tests, however, the pressure
regulator developed a leak. It was disassembled and the seals were
found to be deteriorated. Replacement parts and spares are on order.
POGO
----

A POGO meeting was held last week.
Ten engines are on order.
SMARTFLIGHT

Dave Weinshenker
David reported that the microcontroller is reading A/D data and
transmitting it correctly on its serial port.
The Fresno club announced its launch schedule for the year: a
total of six launches, the first of which will take place this Sunday.

Dan exhibited a fiberglass tank which may be suitable for Spike.

NEW BUSINESS
------------
There was, or may have been, general dissatisfaction with our
current meeting place. Chris will check out a suggested alternative: the
Coco's on Lawrence south of route 101.
Meeting #252 adjourned at 9:25 PM. The next meeting will take place on
6 February 2003. Watch the list for location.
AFTERMATH
The following members renewed at the Participating level or above for
2003: Alex Mikhailov and Adrian Tymes. In addition, $115 in donations
and $5.07 in pun taxes were taken in, for a total of $170.07.
