NASA has published requirements for an Orbital Space Plane that could
rescue ISS crew in the event of an emergency. The requirements (aside
from using an ELV) could be met by an Alpha class vehicle, but since
even the name uses "plane" it's clear they're looking for a mini
shuttle.
