Off the shelf you might try a reamer.
Some easily available tapered reamers are; repairman's, taper pin, bridge, erector/car reamers and morse taper. Also check your Machinery's Handbook for other taper reamers.
I reload my own ammo and play with gun design. Last year I designed my own cartridge to take advantage of surplus 8mm Mauser barrels. I bought a .378" reamer to chamber 38 special shells. I used a dremel tool to cut the end of the .378" reamer down to .340" for about .3" and cut a nice 60 deg taper to join the two diameters (I made a holder for the dremel to fit it in my lathe). Of course I use the same reamer to cut the cartridge die and the chamber in the barrel. So I squeeze the a 38 special in the die to reduce its neck to .340", run a .323" rod in the hole (.323" is the size of an 8mm bullet) to size it and then fill with powder and seat a 8mm bullet It works amazingly well and is fairly accurate. I call it the "special 8". There is some interesting technology in reloading, you might look into it. There is some simple high tech techniques you might find a use for in rocketry. Custom gun chamber reamers are available, you design them they grind them. You could have the perfect chamber shape made for $150.
The optimum length of an injector nozzle could be different than the plate thickness. You could drill and tap the plate and make the nozzles in the lathe using allthread. That would also allow you to change nozzles without redoing the plate.
For plunging in stainless try feeding a little x or y as you plunge, sort of slide into it. I have seen people spiral into a plunge. You must be careful not to work harden stainless.
You can put a spacer block on the base of a Bridgeport to increase the height of the head above the table.
