We continue to make progress in the Senate and pick up support.  Many of you
have asked for the names of Senators supporting us.  We will not be able to
release that information since any future opposition would know immediately
who to work on.

Here are the preliminary counts:

Yes or leaning for: 9
Undecided: 90
No or Leaning against: 1

I believe we will pick up about 10 Senators this week, pushing our Yes total
to 19.  We have a lot more work to do in moving those undecided Senators
into the yes column.  The good news is we have no one against, only one
Senator leaning against.

It is time for follow-up phone calls to your Senators and find out where
they stand.  If undecided, what are the issues that are causing them
confusion?  See if you can clear them up.  If they haven't yet contacted
Candice Cotton for more information, tell them to do so and give them her
phone number (224-3424).  If leaning for, push them into a solid yes.  For
the Senators that would support the exemption, ask if they will co-sponsor
it.  Their staffs have a draft of the legislation, now.  If they lost it,
they can contact Candice Cotton for a new copy.

I know the thought of calling your Senators and asking for their help is
intimidating.  It may be akin to "root cannel" surgery in your minds, but it
has to be done if we want success in getting legislative relief.  The
Senators and their staffs are very busy with other bills and national issues
in the Senate.  We need to keep reminding them we are here and need their
support and help.  Don't worry about pissing them off by your calls.  They
expect your calls and judge how important the issue is to you by your
persistence.

When you call ask the following questions:

1) Have they decided whether to support Senator Enzi's exemption for
rocketry in the Safe Explosives Act?
2) If so, have they decided whether they want to cosponsor the bill?
3) If undecided, do they need more information or is there something about
the exemption that is bothering them? If they need more information, tell
them to contact Candice Cotton at 224-3424.
4) If against, what don't they like about it?  See if you can answer the
objection.  If you don't have the answer, refer them to Candice Cotton who
may be able to answer their objections.

The Senator's staff will be in their offices on Monday, March 10th.  That is
the time to start making your calls.  If you don't get through, keep trying
until you do.  Once you have made contact, please let me know by email what
were the results.
