Vega is too young to have developed life. That's why everyone got *so* excited in _Contact_ when they picked up a signal from Vega. Since Vega is too young to have developed life, whoever sent the signal from vega had to have come from another star. So the SETI crew had in one swell foop discovered not only an ET civilization, but a starfaring civilization as well.
